3.the Data Scope, Periodicity and Timeliness
*Coverage and Object:
(1)Census coverage: Counties and cities (2)Census object: Nationals as well as government employees stationed abroad and their dependents living with them. Foreigners and foreign workers in productive industries and social welfare (not include foreign government employees stationed within the border and their dependents living with them). All housing units located within the border of the sampled enumeration areas at the census reference time.
*Statistical Standard Time:
The census reference day was November 8 of 2020 and the census reference (standard) time was 00.00.A.M. of that day. The census reference week was one week prior to the census reference day (November 1 to 7).
*Definition of Statistical Items:
Integrating official registration files and the survey items: (1)Resident population: All nationals and foreigners who have been living or plan to live at current address for 6 months or more on 00.00.AM as of November 8 of 2020, including government employees stationed abroad and their dependents living with them, foreign workers in productive industries and social welfare as well as foreigners, but excluding foreign government employees stationed within the border and their dependents living with them. (2)Ordinary household: A household is mainly composed of family members sharing common foods or other arrangements for essential living no matter they live in the house, group quarters or other places, including relatives, employees and other nonrelatives living with this family members. The ordinary household also includes the following households, one person living alone, two or more unrelated individuals living in the same housing unit. (3)Housing: A housing unit is mainly for family households living and with house facilities (including kitchen, bath or toilet, etc.) and independent entrance (having direct access from outside of the building or through a common hall), such as apartment, mansion, cottage, etc.

(1)With the rapid changing of socio-economic environment and considering the willingness of the public to participate in the census, the authority continued to adopt the Register and Survey Integrated Census to reduce the burden of the interviewee and interviewer as well as to enhance the data quality. The Census is integrating official registration files and linking these files with the data collected from the sampling survey to compile population and housing census statistics. A total of 15% enumeration areas were sampled to compile the total of the resident population in townships, cities and districts and its detailed statistics. (2)Before 1980, the Census interviewed de facto population, de jure population (includes government employees stationed abroad and their dependents living with them) and foreign population (not include foreign government employees stationed within the border and their dependents living with them). After 1990, the Census only interviewed resident population (de jure population) who have been living or plan to live for 3 months or more either registered or not registered at the household. Based on the Principles and Recommendations for Population and Housing Census of the United Nations, the 2010 and 2020 Census revised the definition of usually living from 3 months to 6 months. (3)There were some differences in the questionnaire items over the historical censuses due to socio-economic changes. Before 1956 only population items are included and housing items are added since the 1966 Census. The 2000, 2010 and 2020 Census, part of the items are linked with official registration files.

*Statistical Methodology and Source Data:
(1)Population for sampling: GIS was used to integrate registered addresses with household registration data to set up digital enumeration areas (each contained 110ˇÓ30 households) which were used as the population for sampling. (2)Sampling methodology: ˇ§Random stratified cluster samplingˇ¨ was adopted for all general survey households. Townships, cities and districts of each county and city as well as indigenous areas were used as the sub-population. The enumeration area was the basic unit of the sampling. The total sampling rate was 15%. Basically the group quarters composed of more than 100 persons or with specific features were fully interviewed by the related authorities. (3)Enumeration method: Enumeration was conducted by multiple ways including personal interview, leave-out/pick-up and Internet. These are arranged and used flexibly by area characteristics. (4)Data were processed mainly by electronic computing system and part by data clerks. (5)Census planning and conduction, statistical results, historical comparison of key items, and statistical analysis are compiled and available for download on the Internet.
*the Mechanism to Ensure the Reliability and Accuracy:
(1)Statistical tables were compiled based on the questionnaire items. The validation of data among detailed cross-classification tables was performed by electronic computing system with some balanced factors. (2)Related data were collected, and scholars and experts were invited to review the validation of the data.
