3.the Data Scope, Periodicity and Timeliness

     *Coverage and Object:
Taiwan area (excluding Kinmen County and Lienchiang County). ¡° Industry Coverage: The statistics cover 17 major industries: Mining & quarrying, Manufacturing, Electricity & gas supply, Water supply & remediation activities, Construction, Wholesale & retail trade, Transportation & storage, Accommodation & food service activities, Information & communication, Financial & insurance activities (excluding Trusts, funds and similar financial entities, Pension funding), Real estate activities, Professional, scientific & technical activities, Support service activities, Education (excluding public and private schools at all levels above primary education), Human health and social work activities (Human health excluding non-outpatient medical; Social work activities only including care activities for the child, elderly, and disabled), Arts, entertainment & recreation (excluding Artistic creation, Library and archives activities, and Other sports activities), and Other service activities (excluding Activities of membership organizations and Activities of households as employers of domestic personnel). ¡°Establishments: Public and private firms and their employees.

     *Statistical Standard Time:
Unless otherwise specified, the number of employees on payroll at the end of a month is collected (The number of employees in the Construction industry is calculated by the whole month), while turnover of employees, working hours, and earnings are recorded for the month.

     *Definition of Statistical Items:
¡°Number of Employees: Refers to those Taiwan nationality and foreigner employees on the payroll at the end of a month, including white and blue collar workers, full-time and part-time workers, permanent workers, temporary workers under projects, contract workers, students working under cooperation programs between industries and schools (excluding those who do not work for a full month), and apprentices with pay. However, excluded are: (1) employers participating the operation without pay, own-account workers, and unpaid family workers, (2) members of boards of directors, supervisors and advisors not actually participating the operation, (3) there drafted for military service with partial pay (such as rations in kind, rent subsidies and utilities allowances), (4) contracted workers outside the factories and paid by piece of work. ¡°Earnings: Including regular earnings (including basic pay, regular allowances and awards), overtime pay, and other irregular earnings (including production, good job rating, good sales performance awards, Dragon Boat Festival, Moon Festival and annual bonus, employees bonus and compensation of deviation of salary modification, etc.). ¡°Working Hours: Including regular working hours and overtime. ¡°Accession and Separation Rates: The number of employees who actually access (including newly hired, recall) to and separate (including quit, layoff, and retirement) from the firms covered under survey in a month divide by the number of employees last month. ¡°Indexes of Labor Productivity: ¡i(Indexes of production / Indexes of working hours of employees)*100¡j ¡°Indexes of Unit Labor Costs: : ¡i(Indexes of total earnings of employees / Indexes of production )*100¡j

     *Statistical Unit:
¡°Number of employees: person; Earnings: NT dollars; Working hours: hour; Accession and separation rates: %; Index of labor productivity and Indexes of unit labor costs: The base period is 2016.

     *Statistical Classification:
¡°Classification: Industry, sex, full-time and part-time workers, year and month.

     *Release Periodicity(the frequency of data compilation or producing, such as month, quarter, year, etc.):Monthly

     *Timeliness (the interval between the end of statistical standard time and data release time): 40 days

     *Major Change:
The survey is to provide information on number of employees, earnings, working hours, the accession and separation rates in various industries in Taiwan area (excluding Kinmen County and Lienchiang County) for the knowing of manpower demand, and changes in working hours and earnings level of employees hired by Industry & Services. The main data items include the number of employees on payroll at the end of a month (The number of employees in the Construction industry is calculated by the whole month), working hours, earnings, and the number of turnovers. Both Industry & services and Services sectors statistics has only covered Educational support activities & other education in Education industry since 2009, and has covered Scientific research & development, Pre-primary education in Education industry, and Social work activities since January 2019. The Human health & social work activities industry only included Human health activities industry before 2018. The survey is for formulation of manpower policies, planning of business operation, adjusting earnings of employees, and preparation of economic plans.

4.Release Information

     *Announce Release Date in Advance:
The data are released 10th day of the month (when facing the Chinese New Year, longer vacation, and annual replacement of survey samples will be adjusted). The dissemination dates of the figures are listed on the advance dissemination of release calendar website

5.Data Quality

     *Statistical Methodology and Source Data:
¡°Sampling method: In principle, the survey period of every sample is confined to one year. According to the four-digit group of the Statistics Industrial Classification System of the Republic of China, a stratified cut-off random sampling method is adopted. The number of employees is used as a variable of stratification. The Dalenius-Hodges approximate optimum method is used to determine the boundaries between strata and the Nyman best allocation method in each stratum. The sampling fraction is around 1.1%, and the coverage rate is around 29.8%. ¡°Survey method: Personnel shall be sent on location for the purposes of survey by mail and face-to-face interview, as well as by the Internet. ¡°Estimation method: The benchmark and linking-relative is used in estimation of the employee earnings survey. ¡°Benchmark adjustments: Estimates of number of non-agriculture employees are periodically compared or adjusted with the update population data. The estimates are adjusted with the number of employees obtained from the latest Industry and Service Census. In principle the benchmark adjustments are made once five years. ¡°Indexes of production: The production index is adopted from the industrial production index prepared by the Ministry of Economic Affairs. ¡°Indexes of working hours of employees: Employees include those on payrolls of Employee Earnings Survey and the contracted worker which work outside the factories and paid by piece-rate from Labor Force Survey. The ratio of total working-hours of both in current period to those in base period is the working-hours index of Employees. ¡°Indexes of total earnings of employee: Employees include those on payrolls of Employee Earnings Survey and the contracted worker which work outside the factories and paid by piece-rate from Labor Force Survey. The ratio of total earnings of both in current period to those in base period is the total earnings index of Employees.

     *the Mechanism to Ensure the Reliability and Accuracy:
The manual review and programming check are conducted to assure data quality, and unusual samples will be reconfirmed by phone.

6.Remarks and Advance Notice of Related Changes:

(1) The data are released 10th day of the month. According to the new data received, the result will be revised at next month. (2) The survey is conducted in accordance with the 10th revision of the Statistics Industrial Classification System of the Republic of China. And the estimates are adjusted with the number of employees obtained from the latest Industry and Service Census. In principle the benchmark adjustments are made once five years.
