3.the Data Scope, Periodicity and Timeliness

     *Coverage and Object:
The civilian population age 15 & over of Taiwan Area (not including Kinmen and Lienchiang counties) who are free to engage in economic activities (except the armed forces, incarcerated and the missing population).

     *Statistical Standard Time:
The reference time is based on one week that includes 15th of each month, and survey interviews and data collection begin in the week immediately following the reference week.

     *Definition of Statistical Items:
(1) Labor force --all civilians who aged 15 years and over, and able to work in reference week. This category could be further classified into employed and unemployed two subcategories. (2) Employed --civilians aged 15 years and over who undertake a paid job, or work as an unpaid family worker for at least 15 hours during the reference week. (3) Unemployed --civilians aged 15 years and over who were (i) jobless (ii) available for work (iii) seeking a job or waiting for results after job seeking. Furthermore, those who wait for a recall after layoff or have a job offer but have not started to work with pay are also classified into this category. (4) Not in labor force --those civilians aged 15 years and over but not classified as labor force in reference week include people who either wish to work but not seek a job, or attend schools, handle housework, become aged (or disabled), or with some other reasons so that unemployed and not seeking a job. (5) Labor force participation rate (%) --the proportion of the labor force to the civilian population aged 15 & over. (6) Unemployment rate (%) --the ratio of the unemployed to the labor force.

Sex, age, educational attainment, industry, occupation, class of workers, reasons to be unemployed and not in labor force, place of household registered and etc.

     *Timeliness (the interval between the end of statistical standard time and data release time):
35 days after the end of reference week.

     *Major Change:
In line with the changes in the social and economic environment and the transformation of industrial structure, DGBAS regularly reviews and revises the national standard classification of industries and occupations, and the industries and occupations of Manpower survey are classified according to the revisions; Starting from January 2019, added the question of vocational training and revised the reasons of working hours less than 35 hours and why the unemployed left their last job.

Released on 22nd of each month, it will be extended properly if it was the national holiday, such as Chinese New Year or other longer holidays.

5.Data Quality

     *Statistical Methodology and Source Data:
(1) Sample designĄGA stratified two-stage sampling is schemed to sample households for this survey, sample units drawn in the first stage of sampling are TSUN/LIs, while those drawn in the second stage are households. Approximately 20,000 households or near 60,000 persons aged 15 & over are drawn each month, overall sampling fraction is near 2.4‰. Sample units are distributed to each county and city according to its variation of population ratio and related variables. Each monthly sample is split into 4 different rotation groups, each rotation group is in the sample for 2 consecutive months and next year same consecutive 2 months. (2) Survey mode: field survey and telephone survey, the interviewers are selected by the municipalities, county and municipal governments. (3) Estimation method: The surveyed data is applied in ratio estimation. Such estimates are adjusted by household registration data of 20 counties/cities by the sex-age groups accordingly. These revised estimates of counties/cities are added up to generate the estimates of Taiwan Area.

     *the Mechanism to Ensure the Reliability and Accuracy:
In order to ensure the quality of survey data, telephone control reviews are conducted on a monthly basis by the municipalities, county and municipal governments, and on-site and telephone control reviews are also conducted at any time by DGBAS.

6.Remarks and Advance Notice of Related Changes:

Since February 2017 (released January 2017 data), the statistics on relevant industry-specific information have been classified according to the 10th revised industry standard classification, and since February 2011 (published January 2011 data), the statistics on occupational information have been classified according to the 6th revised occupational standard classification.
