Coverage characteristics

5.1.1 Statistical presentation

• Data are disseminated as the total number of all employed persons, in thousands.

• "Employed Persons" are defined as persons who, during the reference week, undertake a paid job or work 15 hours or more as unpaid family workers.
• The data are compiled using information from the monthly Manpower Survey which covers the civilian non-institutional population 15 years and older.  Each month about 20,000 household units are eligible for interview.  The reference week for the survey is the calendar week (Sunday through Saturday) that includes the 15th day of the month.  The data are published in both an unadjusted and a seasonally adjusted format.

5.1.3 Advance release calendar

Simultaneous release to all interested parties

No information is released prior to the official release.  Bureau of Census releases the data to the public, in principle, at 4:00 p.m. of the release day, and then holds a press conference.  The data are subsequently posted on the following Internet Website

Confidentiality of individual responses

0.1.1 Responsibility for collecting, processing, and disseminating statistics

• Manpower Survey conducted by Bureau of Census is one of the Designated Statistics governed by the Statistics Act of May 26, 1972 (Article 3 & 4 and Article 36 & 37 of the Enforcement Rules).  Under the enforcement Rules, Bureau of Census cannot publish, or otherwise make available to any individual or organization, statistics that would enable the identification of data for any individual person or entity.

1.2.2 Internal governmental access to statistics prior to release

The information in the press release is provided, under strict embargo, to the Premier, the Vice Premier and the Secretary-General on the morning before official release.

1.2.3 Attribution of statistical products

No ministerial commentary is attached to the release of the data.   DGBAS provides its own analytical commentary with these data releases.

Provision of information about revision and advance notice of major changes in methodology

4.3.1 Revision schedule

The non-seasonally adjusted data are final and are not subject to revision.  The seasonally adjusted monthly data for the previous years are revised at the time that the data for January are released.

Quality

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques

The "Yearbook of Manpower Survey Statistics" publishes information on the outline, the questionnaire and more detailed information of the survey such as sampling scheme, estimation method, errors in estimation, and etc.

4.2.2 Temporal consistency

• The "Monthly Bulletin of Manpower Statistics" (e-book only) publishes the following data on employment for the latest month: "Important Results of Manpower Survey, by Year in Taiwan Area", "Important Indicators Based on Manpower Survey Results, by Year in Taiwan Area", "Employed Persons by Industry, by Year in Taiwan Area"," Employed Persons by Occupation, by Year in Taiwan Area", "Employed Persons by Class of Worker, by year in Taiwan Area", "Weekly Hours Worked by Employed Persons in Taiwan Area", "Weekly Hours Worked for Major jobs of Employed Persons, by Industry in Taiwan Area", "Employed Persons, by Industry and size of Establishment in Taiwan Area", "Employed Persons, by Occupation and size of Establishment in Taiwan Area", "Employed Persons, by Class of Worker and size of Establishment in Taiwan Area", "Important Results of Manpower Surveys in Seasonally Adjusted Series, by Year in Taiwan Area" and etc.

• The "Yearbook of Manpower Survey Statistics" publishes more detailed annual employment data.
